წინასაარჩევნო პერიოდი და ურთიერთანამშრომლობის მემორანდუმი

ჯორჯ მარშალის სახელობის კურსდამთავრებულთა კავშირი, საქართველო - საერთაშორისო და უსაფრთხოების საკითხების კვლევის ცენტრის პრეზიდენტი 


ცენტრალური საარჩევნო კომისიის თავმჯდომარე თამარ ჟვანიამ, ევროპის საბჭოს საქართველოს ოფისის ხელმძღვანელის მოადგილემ ვაჰაგ მურადიანმა, იუსტიციის მინისტრის მოადგილემ, თავისუფალი და სამართლიანი არჩევნებისთვის უწყებათაშორისი კომისიის ხელმძღვანელმა გოჩა ლორთქიფანიძემ და საჯარო სამსახურის ბიუროს უფროსმა ეკატერინე ქარდავამ ურთიერთთანამშრომლობის მემორანდუმს მოაწერეს ხელი.

აღნიშნული დოკუმენტის მიზანს წარმოადგენს 2020 წლის 31 ოქტომბრის არჩევნებისთვის საარჩევნო პროცესში ადმინისტრაციული რესურსებისა და თანამდებობრივი ან სამსახურებრივი მდგომარეობის არამართლზომიერად გამოყენების, ასევე, წინასაარჩევნო კამპანიის წარმოებისა და მასში მონაწილეობის წესების დარღვევის პრევენციის უზრუნველყოფის მიზნით, შეიქმნას ხელსაყრელი გარემო საჯარო უწყებებში (როგორც ცენტრალურ, ასევე ადგილობრივ დონეებზე) დასაქმებული ადამიანების ცნობიერების ამაღლების მიმართულებით.  

 

კერძოდ, მემორანდუმის ფარგლებში გათვალისწინებულია  ადმინისტრაციული რესურსის არამართლზომიერად გამოყენების პრევენციისათვის შექმნილი დისტანციური სასწავლო კურსის განხორციელების ხელშეწყობა.

 

აღნიშნული სასწავლო კურსის შემუშავება მოხერხდა ევროპის საბჭოს საარჩევნო მხარდაჭერის პროექტის ფარგლებში, რომელშიც მონაწილეობა მიიღეს ცესკოსა და ცესკოს სწავლების ცენტრის წარმომადგენლებმა.

 

სასწავლო კურსი ითვალისწინებს აღმასრულებელი ხელისუფლების ყველა დონეზე საჯარო მოსამსახურეების ჩართულობის უზრუნველყოფას.  

 

კერძოდ, მემორანდუმში საუბარია ვებპლატფორმაზე - სასწავლო კურსზე,  რომელიც  ადმინისტრაციული რესურსების გამოყენების პრევენციისა და კამპანიის წესების შესახებ ცოდნის ამაღლებისკენაა მიმართული.
